As much as I do not like to report such beaurecratic measures, this would probably be an exception when it is about our safety and security.

I am not sure who to contact with the city codes and enforcement department, and someone may know how to go about this?

Looks to me like a paved area with sprinklers set up all over so that you get very wet, either standing still or running through them.
